This publication, targeted mostly at government personnel and policy makers, focuses on the inclusion of children with disabilities in education in Central Eastern Europe and Commonwealth of Independent States (CEECIS). Although some of its guidance is specific to the CEECIS region, some may be adaptable for other regions. The publication reviews sections of the Convention on the Rights of the Child (CRC) and the Convention on the Rights of Persons with Disabilities (CRPD) that protect the right to education for children with disabilities. It provides insights on how government structures can support inclusive education, approaches to funding inclusive education, and how policies and strategies can be designed to ensure access to and availability of inclusive education. It also discusses how to consult with and engage parents, civil society organizations, and the international community.
This publication was produced by United Nations Children’s Fund (UNICEF) in 2012.
